Apologies as I may be a little late for this party but I’ll ask anyway. On December 17th last year I received a PCN for not paying the Blackwall tunnel toll. However, I moved home on December the 5th so I never received the PCN charge or any letters subsequently.
I had registered my car at my new address but there was an element of crossover period, it was all happening around late December.
On visiting a friend back at my old accommodation in July this year he handed me a couple of letters from a debt collectors and the court. Up until this point I had no idea this was going on. I contacted the debt collectors and the bill was now up to £900. They kindly put the case on hold whilst I contacted the court.
I have completed a DE01 and DE02(apologies if I have the forms wrong) to appeal to the court as I had never received any correspondence.
Yesterday i received a letter from Blackwall and Silvertown Tunnels charging who have been contacted by the court, assuming the letter was a copy of the correspondence with the court.
Basically saying the too bad, I cannot appeal as I am outside 21 days. And as i failed to make a payment, a warrant of execution had been issued. They go on to say that all correspondence were sent to the address given to them by the DVLA at the time and it is up to me to ensure my administration is up to date . Which i agree with, however, the registration was on going at the time, along with change of driving licence details etc. They also state that all letters were sent in good faith to my old address, which I also agreed with, however, I still didn’t receive them. Plus they said all envelopes had a return address on , unfortunately i cannot be responsible if the new tenants did not return to sender.
I’m more than happy to pay the initial charge, which I already have, £90. But I feel the remaining £800 plus is extortionate as I simply knew nothing about the charges.
I haven’t heard back from the court yet but would appreciate advice on whether I should respond to the letter mentioned above.
I would like to think that there would be some kind of comparison whilst moving home. I provided copies of my log book and moving documents to show I was genuine.

Where the change of address was submitted fairly close to the PCN contravention date it makes for a stronger submission.
Can you please tell us what you put on the PE2, the form for requesting permssion to submit the PE3 out-of-time. This is the most important form when you are submitting OOT. If it is refused, your only recourse is a review by a county court judge, and this costs money.

Hi, below is a copy of my declaration. I also sent a copy of my updated logbook, my updated drivers license plus proof of my moving date.

Statutory Declaration – Unpaid Penalty Charge (PE3)
Grounds: I did not receive the Notice to Owner / Enforcement Notice / Penalty Charge Notice.

I respectfully declare that I did not receive any correspondence relating to the Penalty Charge Notice issued for a contravention dated 17/12/2025. This includes the Notice to Owner, Enforcement Notice, Penalty Charge Notice, or any rejection notice. As a result, I had no opportunity to make representations, receive a response, or submit an appeal within the required timeframes.

My reason for not receiving the statutory notices is that all PCN‑related correspondence was sent to my previous address, xxxxxxxx, Brentwood, CM1xxxxx. I moved out of this property on 05/12/2025, twelve days before the alleged contravention. I only became aware of the PCN on 11/07/2026, when a former neighbour handed me a letter that had been delivered to my old address.

To provide full clarity, the relevant timeline is as follows:

• I purchased the vehicle Lgxx xxx on 11/11/2025 and registered it to my previous address.
• I moved home on 05/12/2025 and immediately updated the vehicle’s registered keeper details with the DVLA.
• The updated V5C was processed and issued to my new address.
• During this same period, I transferred the vehicle to a private registration mark, which was registered on 05/01/2026.
• I updated my driving licence address on 17/12/2025.


The contravention occurred during this transition period, when DVLA updates were still being processed. This meant that the local authority continued to send all notices to my former address, and I therefore had no knowledge of the PCN until July 2026.

As soon as I became aware of the matter, I contacted the enforcement agents, requested that the case be placed on hold, and confirmed that I am willing to pay the original penalty charge once the case is properly reviewed.

I respectfully request that this statutory declaration be accepted and that the matter be returned to the appropriate stage so I may resolve it fairly.
