OP, you have a confusing way of expressing this!
The vehicle had already been issued with PCN RT44666836 for the same contravention, at the same location, only five minutes earlier.

I am making informal representations against both the above PCNs which were issued at 11.46 on 4th Aug. and 11.51 on 5 Aug. respectively. As can be seen in the CEO's photos, the car was stationary continuously between these PCNs.

As regards this, the first PCN, I would argue that the contravention did not occur. Alternatively, to request that the authority exercise its discretion.
My error was in misunderstanding the meaning of what I now know was a single yellow line drawn through the no stopping prohibition whose restricted times were not those displayed on the no stopping upright sign. This was compounded by the council's failure to follow guidance in these situations which is that, even if, the restricted area is located within a CPZ, to place 'no waiting' traffic signs at the limits of the zig-zags to bring to motorists' attention and reinforce that waiting restrictions also apply.

As regards this PCN, although the waiting restriction is discontinuous my car did not move and I ask the authority to exercise discretion.
