Hi I got this PCN which relates to performing a prohibited left hand hand turn from Finchley Rd into Pattison Road.  I attach the first 2 pages of the PCN plus the photos on the PCN.  The second attachment is a screenshot from streetview showing the approach to the road from the direction the car was coming.  The link is also repeated below. 

You will see there are signs at the entry to Pattison Road but these are not a prohibition on cars entering - they relate to 18T vehicles.  Anyway by the time a car has done a left hand turn into Pattison Road it has already contravened the rule that turns are prohibited between certain hours, so the sign was not clearly visible as you approach the road from this direction.  However I see now from the streetview that there is a no left hand turn sign on the other side of Finchley Road.  My question is whether on this basis the signage was clear enough - shouldn’t the no left hand turn sign on Finchley Road have been on the same side of the road as an oncoming driver (the left side)?  I expect few drivers will be looking to the opposite side of the road and the driver’s view here of the sign on the other side of the road may have been obscured by a large vehicle (though this cannot be seen on the video or photos which do not capture the moment the car passes the sign - they only show the point when the car is making the left had turn).  And as mentioned the signs at the beginning of Pattison Road are not relevant for cars - shouldn’t there have also been a sign at the beginning of the road detailing the restrictions on entry for cars (which only apply between certain times). On viewing the signs at the beginning of Pattison Rd a driver could believe that the only restrictions on entry were for lorries.  Are there grounds for appeal here?

As this is not a criminal case, but a PCN from a council, I've moved it out of the criminal offences forum and into the council forum. Please read the following thread and provide the information it requests: READ THIS FIRST - **BEFORE POSTING YOUR CASE!**, This section is for council, TFL, Dart/Mersey/Tyne etc. cases

There are two 'No Left Turn' signs with a board below that gives times and exemptions, one each side of Finchley Road as you approach Pattison Road: -

So no sign is needed at the entrance to Pattison Road, and your PCN is for turning left inside the restricted hours. The sign banning vehicles over 18 tonnes is a separate restriction, and irrelevant to your case.

Assuming GSV of June 2022 is still the current view of the signs, in my opinion you really don't have much to use to form any representations, I'm afraid. There may be a technical appeal related to the PCN content, or Barnet's management of the enforcement process, so wait a bit to see what comes up, but don't miss any final deadlines for paying or reps on the PCN.
