Brent Council PCN

Recoeved a PCN for turning right at left turn only.

The vehicle is part of a fleet and there is no saying who was driving at the time.

We recieved the PCN by letter in November but the violation was committed in June, as stated on the PCN.

I appealed it explaining that how would we know who was driving 5 months ago.

We have now(January) received another letter stating the Registered keeper is liable and responsible.

I belive this is correct but do We have an argument here with the now 7 month delay?

If the vehicles are leased the lease firm will be the registered keeper and a delay can occur owing to them making reps naming the hirer.

So what name and address is on the PCN and who holds the logbook in their name.

Who was driving is irrelevant.

So you need to somehow track where the first PCN would have gone. five months seems a very long time for the original PCN to be cancelled and a second one served to you. But the periods are based on 28 days, so 28 days to serve the 1st PCN, then 28 days for a response, then council consider reps, and cancel 1st PCN, then 28 days to serve a new PCN. It all adds up.

Name and address on the PCN is my employer. Unsure about who has the logbooks, presumably us.

What is the date of that PCN? Not the contravention, the date it was issued.

And it was in the name of your company?

Hi yes, date of the letter is 28/10/25.
And its directed to my company.
