Unfortunately, there is no minimum minutes before a PCN can be issued in the UK. Here is the bay sign: -
https://maps.app.goo.gl/ZWpQ3Qw1jVchn6qJ9

The restriction applies on all days of the week between 8am and 7pm, and permits loading for 20 minutes or parking by a BB holder for 3 hours.
So were you loading or are you a BB holder ?

TfL are, in my opinion, abusing their powers because how does the fixed enforcement camera see if a Blue Badge is displayed ?

Sorry, but that doesn't count as loading, I'm afraid.

Isn't there a need for signage to show that there is camera inforsment in place?

Again, sorry, but there is no need, (legally mandated), for camera enforcement signs.

@bb call TFL tomorrow on 0343 222 3333 and ask for the video, they will send a DVD in the post and put the penalty on hold while you wait.

The traffic order is The GLA Roads and GLA Side Roads (Hackney) Red Route Consolidation Traffic Order 2007 and the relevant entry is number 54 on page 85, I don't think the bay is marked correctly but it's not out by much.

Is there any particular reason you stopped here? Did you look for the signs?
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Notwithstanding this, I voluntarily apply the cab rank rule. I am a member of the Society of Professional McKenzie Friends, my membership number is FM193 and I abide by the SPMF service standards.

Thanks you!
Will do so.
I didn't know that there is any problem with stopping over there.

If you haven't had the DVD in 10 days, come back here and let us know. The PCN only gets put on hold for a bit and you still have to submit representations within the original 28 day deadline or else you might lose the right to appeal.

Did you look for signs when you stopped, or did you just assume it would be OK to park there?

Dvd has stil not arrived, I submited a representation with the following text:

"I believe the contreversion did not occur, I asked tfl for the camera footage so far I did not receive it. Once I receive the footage I will be able to respond more in detail."
