Order for recovery received for parking contravention from Leicester City Council

I have received Form TE3 order for recovery along with TE9 witness statement. Is it enough to tick the box that I did not receive the NtO or will I need to send some additional written statement and/or form TE7 as well?

What's the story with the PCN.

Documents to account for:

Windscreen PCN
NTO
Charge certificate
Order for recovery

That is if it wasn't a postal drive-away PCN.

A TE9 that is "in time" only requires you to tick the relevant box.
