Penalty Charge Notice - Grounds to Appeal

Hello,

I have received a PCN from Swansea Council for allegedly parking in a taxi rank. The "photos" at the top of the letter have been left blank, as attached. Therefore, I went to the council website to appeal. However, the photos are visible on the appeals page. I would like to know if I have grounds to appeal due to Procedural Impropriety due to the pictorial evidence not being on the PCN letter. Any help would be much appreciated. Thanks.

Please post the whole document, all sides, with inly  your name and address redacted. Photos are not a legal requirement on the PCN, so there is no procedural impropriety.

So any particular reason for parking there despite the signs ? I note that GSV is no very up-to-date here, so maybe the carriageway markings and signs are damaged or missing, but only you can tell us.  The wide yellow line should have immediately alerted you to a possible parking restriction.

Hello, Thank you for the reply. I was parked just further up on the loading only bay. I couldn't find any other parking nearby and assumed that no say person would be checking that time on a Saturday night. I was just hoping that the lack of photos on the PCN itself would be my get out of jail card. Is this not the case? Thanks.

Post the Council's photos, if you were parked in a loading bay then the PCN code may be wrong, let's see exactly where you were located.

Assuming the sign is still there, it shows that it is taxis only 6pm to 6am, and loading only 6am to 6pm. So no parking at all unless you want to load/unload, and then only 6am to 6pm. So you can see why this bay was free when you came along to park somewhere !

Sorry to say it, but I see no credible appeal argument here. The restriction applies all days of the week because there are no days on the sign.

OP, pl post the complete PCN i.e. all sides, all pages simply redact personal details but confirm they're you.
