Not really... you are not pleading for mercy, but claiming a statutory exemption to the ban on parking on DYLs, that of assisted boarding/alighting. But it is up to you to show why the exemption applies.
Sorry about the apparently intrusive questions, but should it reach adjudication, they are the sort of questions an adjudicator might ask ask as he seeks to understand such a lengthy wait.
Cases involving such a wait (and longer) have won at tribunal in the past, but the length of stop must be shown to be necessary.
