Hello, many thanks to cp8759 for pointing me in the direction of this site,
Yesterday evening I was given a PCN for a contravention code 16 - parked in a permit space without displaying a valid permit.
I had parked near my parents house as had been called by my mum as my dad had collapsed at home whilst recovering from cancer removal surgery.
I'd literally gone into their house, helped pick my dad up and get him settled, and then filled out a daily parking permit, as soon as that was done I went out to the car to find 2 enforcement officers walking away after sticking a PCN to my windscreen.

The PCN states that my vehicle was observed for 3 minutes before issuing the PCN.

I've noticed that the location is shown as Bridge Road, but the car was parked on Medway Road - google maps pin - https://maps.app.goo.gl/gyeFXd9MkmWDwH3n8

Any help with this would be really appreciated. We have paid out enough this week with hospital parking charges as it is!

Another thing that I have noticed on my route that I drove was there was no CPZ sign on entering the zone, as shown from the footage I have uploaded to Youtube, would this mean that the PCN could be successfully disputed?

@Mole well the photos were taken between 6:58 and 7:02 pm, and you are entitled to a reasonable amount of time to walk to whoever you're visiting, sorting out the permit and walking back to the car to display it, I'd say a four minute observation period is insufficient to establish a contravention.

I take it you still have the visitor permit, can we see it please?

Also, did you speak to the CEOs when you saw them walk past?

The CPZ signage is irrelevant because you were parked in a bay, it might even be that it's not a CPZ at all.
