Dear London Borough of Redbridge, I challenge liability for PCN AF05949101 on the basis that the alleged contravention did not occur. This is my wife’s vehicle and she was driving at the time, upon consulting The Redbridge (Waiting, Loading, Stopping and Street Parking Places) Consolidation Order 2021 I have found that the car was not within a properly defined Controlled Parking Zone. Further to this, the entry signs for a Controlled Parking Zone can only be erected "to indicate the effect of an Act, order, regulation, bylaw, resolution or notice which prohibits or restricts the use of the road by traffic", as the CPZ signs, in this case, do not convey the effect of any Act, order, regulation, bylaw or resolution, their use is not authorised by Schedule 5 to The Traffic Signs Regulations and General Directions 2016. Finally, the public CPZ map omits any mention of this CPZ. It follows that the contravention did not occur and the penalty charge must be cancelled. Yours faithfully, xxx
