So essentially, you saw a very obviously wind-blown suspension sign, but totally ignored it and parked-up. I presume when you returned and got the PCN you then sorted out the suspension sign, and found that where you parked was suspended, correct ?
Frankly, I do not see a win here, as weather and winds are part of living in the UK. The suspension sign should have alerted you to a possible restriction. Certainly the council will never give way on any representations you submit, so other than paying, you'd gave to take them to London Tribunals and risk the full PCN penalty.
Of course we always encourage people to submit something, so submit an informal challenge pointing out the suspension sign had been blown about, and why did the CEO not re-secure it, or report it, and not serve PCNs as he should have done. It'll at least make them do some work for their money !
