They must consider discretion if you can come up with something such as key worker coming off shift and the expectation a yellow line wouldn't be controlled at that time of the morning.

Just to update , after making reps the council didnt reduce the amount to £65 , I wanted to ask what the terminology means ;07.26 is 2184 AWC VCIV NBBS NSLULS NND NVDD DNS ATV HHEPC (01)SYL . I can upload the letter if that helps but I was just curious about the time stamp of 07.26 and the abbreviations on the reply letter, as I was driving in my vehicle at 0726.

Your reps were against the NtO you say you received, so the discount option is lost at that stage, although many councils do re-offer it to avoid the PITA of having to prepare an evidence pack for London Tribunals. Obviously Islington like to play hard-ball.

With no discount, it is now a total no-brainer to appeal to London Tribunals, although I can't see that you have a particularly strong case, altough others may differ on this.
