PCN: Royal Borough of Kingston code 621
Felt wheel was on the boundary line anmd wanted to allow bins to be emptied by dustmen when we were away. Arrived back today after a week to discover fine delivered yesterday. Any suggestions on how best to appeal would be most welcomed!

Make an informal challenge: procedural impropriety. The PCN states "served" not "occurred". Worth ago as they will:

1. Not understand the change in law
2. Ignore.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
