Thanks, I have made the same representation now. Just to clarify, it is the same link I need to use to make representation that  I used when I made the representation to the initial pcn attached to the car windscreen?

Yes it's the same link. If you want to double-check, call the council and ask them to confirm it's been received.

Well the council has still not explained on what basis it has concluded that the road markings are visible, for all we know the author of the rejection has just made it up.

On top of this, the discount has not been reoffered, so it's a no-brainer to carry on as the penalty can't go up if you appeal, from his point on it can only go down.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
