Really this is appalling by Birmingham. So a letter from 2023 is no good and they want a recent one...

It's standard for GPs to charge for a non-NHS letter and £25 is a minimum I think.

Getting one will save you £10 as the discounted PCN penalty is £35. Assuming Birmingham accepts it.

Alternative: take them to the tribunal.

I would also be making a complaint.

Wait for other views.

I sent the long version to Birmingham City Council and have had a reply back.

How and when did you submit formal reps and pl post exactly what you submitted.

Their reply is dated 19 Aug.

The further 21 days would bring you to 9 Sept. after which 'the case may progress'.

They have 56 days beginning on the date of receipt of reps in which serve their response after which your reps are accepted by default. There is NO mechanism for extending this period.

So we need to know when and how you submitted your reps from which the 56-day period could be calculated. You could then take a view as to whether they'd get their act together quickly enough to serve their response.

Hi All.

The PCN has gone upto £70 now and will go up to £105 on 26/8/25 if I don't pay.

My original appeal went in June. It was rejected saying if I had sent a official GP/Hospital letter they would have considered the appeal. They informed me to wait for the Notice to Owner. I received and got a draft from yourselves and sent it to them on 11/8/25.
Now I got an email saying they want a GP/Hospital letter confirming that only 13th May 2025 at 13:54 I stopped at a loading bay because I needed to get to a toilet. Previously I have sent then a witness statement that they wanted confirming the event from the shop, whose facilities I used. They are saying they want a letter because my original diagnosis letter is dated 2023.
Any help and advice welcome please.

The rest of the letter says the case will be on hold for 21 days for this new letter after which you may be sent a rejection.

But they also say they will take a telephone call - what does this mean? Seems it's because you need more time for the new letter. Could be worth a try but if it were me it would be to give them a piece of your mind.

I would be inclined to wait for the rejection and take it to the tribunal on the primary ground of inadequate signage/markings, and secondary of duty of fairness under the equality act by not putting a disabled person through the humiliating process of rejecting a letter and demanding another.
