Dear Free Traffic Legal Advice Team,

I’m reaching out for guidance, as I’ve searched this forum for information on “free parking in Harrow” but haven’t been able to locate anything relevant. It’s possible I may not be using all the search functions correctly, so apologies in advance if I’ve missed something.

On 10 July, my wife parked on Lyon Road while shopping in Harrow. She understood that Harrow operates a one‑hour free parking policy.



Harrow Council’s published parking policy states that many controlled parking areas offer a “first hour free” concession to support short‑stay visits. However, the Council’s website also explains that drivers must actively start a parking session in order to claim this free hour. The signage at Lyon Road does not mention any free hour, nor does it indicate that a parking session must be activated to gain the free hour.

Any chances of getting this cancelled?

I had already drafted a letter, but thought I should check with experts like yourselves beforehand.

Subject: Informal Challenge – PCN XXXXXXXX, Lyon Road, Harrow

I wish to submit an informal challenge against PCN XXXXXXX, issued on Lyon Road, Harrow.

My wife parked for under one hour and believed she was parked legally. The signage at Lyon Road does not provide clear or adequate information regarding the parking conditions. Specifically:

The sign lists only paid tariffs.

It does not state that a one‑hour free parking concession exists.

It does not instruct drivers to activate a PayByPhone session to claim any free period.

It does not warn that failure to activate a session would result in a PCN.

This omission makes it impossible for a driver to understand that any action is required. The signage therefore does not meet the council’s obligation to provide clear, unambiguous, and enforceable instructions under the Traffic Signs Regulations and General Directions (TSRGD).

Harrow Council’s own published parking policy explains that many controlled parking locations offer a “first hour free” concession, intended to support short‑stay visits. The policy also states that drivers must start a parking session to claim the free hour. However, the signage at Lyon Road does not mention any free hour, nor does it communicate the requirement to activate a session. This contradicts the council’s published policy and creates a legitimate expectation that the first hour is free unless signage clearly states otherwise.

Importantly, Harrow Council has not published any notice withdrawing the one‑hour free parking concession on Lyon Road. There is no Traffic Management Order (TMO) amendment or public consultation indicating that the free hour has been removed at this location. The free hour remains part of the council’s parking policy, yet the signage at Lyon Road does not mention it or instruct drivers to activate it. This inconsistency makes the parking conditions unclear and unenforceable.

Please see attached photographs of the signage at Lyon Road. The images show that the sign displays only paid tariffs and contains no wording about a free hour, session activation, or any penalty for failing to activate a session. The absence of this information prevents compliance and renders enforcement unreasonable.

Given:

the unclear and incomplete signage,

the contradiction with the council’s own published policy,

the lack of any formal withdrawal of the free hour at this location,

the legitimate expectation created by Harrow’s “first hour free” scheme,

the documented pattern of confusion among motorists, and

the fact that the stay was under one hour and caused no loss to the council,

I respectfully request that the PCN be cancelled.

The sign is clear enough and their website also states, (from your extract of it): -

So why did you not follow the instructions on the sign, which seems very clear ? THere is no mention of any free hour, so you should have assumed this location did not offer this concession. You also say that their website also refers to "many controlled parking areas offer a “first hour free” concession". Many, implies not all.
Anyway, best if we can also read what you have read, so can you please post a link to this published policy on a free hour, please. 

Submit your reps by all means but I don't think you'll succeed in getting the PCN cancelled.
