I’ve been issued a Penalty Charge Notice (PCN) by Newham Council under Contravention Code 62.
I submitted an appeal to the council, which was unfortunately rejected. I’m now considering whether to proceed with an appeal to the independent tribunal and would appreciate your advice.
In my initial appeal, I provided the following rationale:
- I parked during the permitted time.
- There were no clear markings on the ground indicating a designated parking space.
- I did not obstruct pedestrian access to the footpath or cyclist access to the cycle lane.
- I attempted to park as close as possible to the vehicle in front, but a light pole behind me required me to reposition my car.
- Another vehicle parked outside the grey brick area did not receive a PCN.
I’ve attached the council’s rejection letter (copied into Word), along with the photograph they took on the day, a video I recorded at the time, and a screenshot from Google Maps.
I genuinely want to understand whether I was at fault. If so, I’m willing to pay the fine. However, if there’s a valid basis to challenge this further, I’d appreciate any guidance or support.
