PCN issued while parked with a blue badge on Great Queen St

Hi there,
Wondering if I can get some help please, I got a PCN last night at 10:17 pm for parking being parked on a double yellow line even though I had my mom‘s blue badge and cloak displayed correctly. I could not see any signage or curb markings saying that there are restrictions in place we were going to a wedding venue at the grand connect rooms on great Queen Street. and I don’t know why they issued a PCN for the reason is parked in a restricted street during prescribed hours but I could not see any prescribed hours close by on that road. My mum is the blue badge holder and also a wheelchair user I was wondering if there’s any way I could challenge this PCN. Also the car is a courtesy car while mine is being repaired so if I don’t get this appeal accepted I will probably get the repair company charging me more.

Camden is one of the boroughs that has a special zone for disabled parking where you can't use the normal blue badge rules and this is in its green badge zone. Even with a green badge you can't park on yellow lines.

I think all you have is an ask for discretion.

I did not know anything about a green zone, I never go to these area and especially not night time when you can’t see sign.

To Whom It May Concern,
I am writing to challenge Penalty Charge Notice (PCN) number CU72332314, issued on 05/10/2025 at 22:17 on Great Queen Street, London.
At the time, I was transporting my mother, who is a registered Blue Badge holder, to a family wedding at the Grand Connaught Rooms. Her Blue Badge and time clock were correctly displayed in the vehicle.
I parked on a double yellow line under the understanding that Blue Badge holders are permitted to park for up to 3 hours, provided there are no loading restrictions. At the location, I did not observe any kerb markings or signage indicating loading restrictions or that the area was part of Camden’s Green Badge Zone.
I was unaware that Great Queen Street falls within Camden’s Green Badge Zone, which I now understand has stricter rules for Blue Badge holders. However, the lack of visible signage or kerb markings made it unclear that additional restrictions applied.
I respectfully request that you consider the following:
My mother’s Blue Badge and time clock were clearly displayed.
There were no visible kerb markings or signs indicating loading restrictions or Green Badge Zone boundaries.
The time of parking (22:17) was outside normal controlled hours, and I believed I was complying with Camden’s Blue Badge parking rules.
This the first time I have travelled to this part of London and not familiar with it.
I have attached photographs of the location wedding invitation card and the Blue Badge display for your reference.
Thank you for your time and I would appreciate very much if consideration can be given on this occasion.

Let's be clear:

Your mother holds the BB and, sorry to say, it is her task to ensure that when she provides her BB to a driver she makes them aware of its uses and limitations.

These are set out clearly in the booklet Blue Badge, Rights and Responsibilities (England) which is issued to every BB holder.

So pl don't do on about special signs as none is needed and the onus is not on the council but your mother/you.

Even less go on about restriction times, DYL are 24/7 as you know.

You/she made a mistake. It happens.

You are asking for discretion. IMO, do not start drifting off into a (non-existent) defence because you have none and this could just antagonise someone whose favour you're trying to encourage.

You've got some time, so let's flesh out the issues.

While display of a BB is not an exemption, assisted alighting is. You mention that your mother uses a wheelchair. If I remember correctly, there are steps into the Connaught. Also, the line outside these is single, why did you park further away, 30 or so metres on DYL when SYL was available, at least in theory according to GSV?

In any event, pl expand on what you did as regards assisting your mother into the building and if you can remember, at what time was this? The important point is what you were doing when the CEO determined that a contravention had occurred.

The whole street was full of cars, limousines etc the only space I could find was where I parked and I saw another person parking in front of me who was also assisting there mother to the event and they displayed their blue badge. The time we parked and went in the building was 8:00 we were late and we finished and came out after 11:00

Thanks for the detail and your honesty.

I cannot see any exemption applying so perhaps misunderstanding is your best line with reps. Wait for other views.

Don't be too accurate on the times in your representation as 8 till after 11 is more than the 3 hours allowed!
