I am a little confused as to where to go from here. I received the parking payment reminder and the only appeal was to go to
https://www.islington.gov.uk/parking/ and make representation? Is this correct? It feels like a repeat of the challenge I made previous.
In other comments on other posts there was a suggestion of registering with the London Tribunal, is this what I need to do? It's all very unclear.
In case I need to make representations via the Islington website I posted above I have typed up some points which I am posting below. Do I also need to provide evidence as it specifies? If so what would you recommend? In any case here are my points:
1. The signs state that parking is allowed except for ‘match days only’ however on the date of the offence there was not a ‘football match’ but rather an event. This would contradict the ‘only’ in the sign. I paid for parking up until the end of the specified time thinking paid parking ends at 1:30pm.
2. To be able to decipher that the term match also refers to events, you would need to read through the traffic/councils code that specifies a match also refers to an event. This is not a reasonable thing to research on a smartphone on the side of the road.
3. In the council’s response to my initial challenge to the PCN, they too admit that it was not a match day but an event.
4. Numerous decisions by adjudicators in similar cases have dismissed these exact same penalties. The first case was 2250451308, the second case 2250480306, the third 2250482414, then 2250512537 and finally 2250234820.
5. Adjudicators in these cases have also stated that the controlled zone signs need to ONLY indicate the date of the next event and not the following events. The current controlled zone signs do not currently do this. On top of this, the adjudicators have stated that the ‘DPZ signs are in a state of disrepair and the panels zigzag, which make it difficult to read’
6. Other councils have eliminated the ‘match days only’ wording from their signage many years ago due to confusion but Islington have persisted with this.
