I needed to turn left down Philip Road, and accidentally entered the bus lane probably 80 yards before the turn and 60 yards before the "End of Bus Lane" sign (which I didn't see, nor did I notice the bus lane restriction times further back down the road - I don't live in the area and was following the satnav for the Philip Road turning).

The video clearly shows me signalling left as I come up to the lights - you can view with the provided details (I don't know why the instructions say to use the WEB CODE NUMBER on Page 2 as you need to use the PCN number).

I don't know if I have a valid case here, you could technically say I was "driving in the bus lane", but in reality I was cutting off the corner early in order to turn left.

Any advice?

The video confirms your account of the circumstances, and sorry to say, you have no valid case for the PCN to be cancelled. Your entry into the bus lane was too far back to be considered de minimis, I'm afraid. You should also note that unlike every other London council, Havering will not re-offer the discount when rejecting representations. On the other hand, it means anybody submitting reps to them that are rejected has no additional financial exposure when registering an appeal at London Tribunals, because the penalty remains the same, and there are no additional costs.

My view is that you don't have a case on the contravention, but others may suggest 'technical' appeals that have won in the past, so wait a bit, but don't miss the discount deadline if you're minded to pay.

It seems like Havering are doing a round on that same spot, yours is similar to mine
