PCN code 17J

Hi I've received a PCN 17J from Bristol Council today - using a vehicle within a clean air zone without paying the charge - camera enforcement- Coronation Road (CAZ0044)

its the only time I've driven through Bristol and there was no signage that I could see it was also the early hours of the morning and I was lost, I know none of that makes a difference but would really appreciate some advice

I have read through several other cases on here and wasn't sure whether to copy and paste them,

Unfortunately I have no idea where I was when I entered the restricted zone, I was following my satnav trying to get to the M4,

The PCN is unlawful, because it includes the toll fee in the PCN. The regulations that govern the service, content, and enforcement of road user charging PCNs are these: -

I have posted the section on PCN content (Regulation 7)
As you will see there are no powers to include an unpaid CAZ toll in the PCN. HOwever despite a case in 2018, the councils and also DART carry on regardless, because there is nothing to stop them, and most people just cough up.

To get the above tested, you would have to take them to the Traffic Penalty Tribunal, and forego the discount. The TPT case is :

I think this is where I entered the zone but not 100% sure as It was 3am and I was following sat nav from the airport to the M4

You can work out where you entered the zone, if you know your route from the airport, and then look on GSV for the signs.

That is mad, I would have thought big red road markings should be the very least Bristol Council should have put in place, what a great revenue scheme they have!! I will pay it if I have to, I mean my car is a great dirty diesel, but I was totally lost and never drive through bristol i ended up taking a wrong turn too, through an estate, didn't have a  clue where I was , 3 am in the morning I just wanted to get to the 24hour costa coffee on the eastbound m4, I got there (in the end) and made it home safe.
