There are two CPZ signs on Station Avenue almost as soon as one joins it from Ashley Road. CPZs, or Controlled Parking Zones, only need signs at the entrances, and indeed, if one looks at the other end of Station Avenue at the junction with Hersham Road, the same two signs can be seen on GSV

As a resident there, you should be aware of this zone, because you would pass the signs every day you come home from work. Going out you would pass the "Zone Ends" signs too: -

The distance from Ashley Road to Hersham Road via Station Avenue is over 1 km, and Ashley Park Road, is 770 metres, so a large zone. So you could question why no repeater signs have been put up to remind motorists that they are in a CPZ. Councils have duties under The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, and in particular, Regulation 18 (1) : -
18.—(1) Where an order relating to any road has been made, the order making authority shall take such steps as are necessary to secure—
(a)before the order comes into force, the placing on or near the road of such traffic signs in such positions as the order making authority may consider requisite for securing that adequate information as to the effect of the order is made available to persons using the road;
(b)the maintenance of such signs for so long as the order remains in force; and
(c)in a case where the order revokes, amends or alters the application of a previous order, the removal or replacement of existing traffic signs as the authority considers requisite to avoid confusion to road users by signs being left in the wrong positions.
So clearly, you could argue that just having entry signs for such a large CPZ is inadequate. However, be aware that councils consider all is perfection (!!) so you'd have to stand your ground and take them to London Tribunals.
I am doubtful about what your friend told you. He may have had a PCN cancelled but what the circumstances were we don't know. It may have been when the CPZ was set up, so the council were more willing to accept errors.
