I don't like the paragraph in bold type starting "If you do not respond...." It refers to "the County Court", but no PCNs for any contravention can be dealt with at a County Court. The law mandates that TfL, like all other enforcement bodies in England and Wales, must register the PCN at the Traffic Enforcement Centre based in Northampton. This is a form of county court, but has no courtrooms or judges, just court officers who register PCNs so councils can start to collect the money, and who also assess submissions of Witness Statements and Statutory Declarations related to PCNs. There is therefore no possibility of a CCJ. We see this quite often and it is a means of intimidation to imply a CCJ may result, which most people are terrifed of, so cough-up.
Maybe Hippocrates will comment as well. Apart from that the rest of the PCN seems OK to me.
