Free Traffic Legal Advice

Hi,
I arrived and parked here along with other cars. I (wrongly) assumed it was allowed as other cars were parked there. There was a free car park around the corner but I thought this is also free, so I stupidly parked here on the verge as I didn't see any signs.

I can't seem to find any pics on the council's website.

Any advice with this PCN re possible grounds of appeal would be much appreciated.

Nothing to do being on the footway, everything to do with the double yellow lines which create a 24/7 waiting restriction or, in parking speak, a restricted street at all times.

which includes the whole road, footway, verges, up to the property line. Join the hundreds, nay, thousands of motorists who thought yellow lines only apply to the carriageway, and got walloped with a PCN!

It's always worth appealing - almost all (Havering excepted!) LAs re-offer the discount after rejecting initial reps.  If you appeal you give the LA the chance to trip themselves up in the process....  Even at the next stage of Notice to Owner, most will re-offer the discount if reps rejected - and that's another chance for them to mess it up.

GSV here shows plenty of evidence of people parking there, and you say there were cars there on the day so you could try for legitimate expectation that parking was allowed (tolerated?) in the location.
