Code 12 Barnet- assisted boarding in permit holder bay

Hi all.
This is the first time using this site, so let me know what else i need to provide.
My wife, baby and toddler were in Golders Hill Park (barnet council) and needed me to pick them up to take them home. I needed to park as close to the park as possible because of their limited mobility obviously so i parked on west heath road in a permit holder bay, I thought loading is allowed in these bays. This was around 16:00. when i came back around 16:15 there was a PCN attached. Can I fight this on the grounds that i was assisting boarding?

Boarding is allowed and this can extend to assisted boarding.
Time allowed is as long as needed but not one second more.
Your issue will be justifying the time taken and why wife was not waiting at the parking place and why you needed to assist.
In your favour is that the CEO observed for 4 minutes, not the 15 you actually took.

Please start by drafting a representation based on what you've told us so far, in 99% of cases boarding and alighting is an exemption.
