Please set the video from 'Private' to 'Public' so we can view it.

Here is the junction. The traffic lights in your direction of travel show a 'No U-Turn' sign: -

In the other direction, the traffic lights have a mandatory "Ahead Only" direction arrow, so no left or right turn:-

So, why did you make a U-turn when the sign is 'No U-Turn' ?

Sign wasn’t visible, and road was fully blocked with traffic

URGENT!
Please help on this PCN, as the Hold will be lifted tomorrow, and I may not be able to challenge this any further, I have uploaded video link, pics etc,

You would seem to only have "I didn't see the sign due to traffic obscuring it" as a appeal argument. The video camera is some distance away and the video does not, (indeed cannot) show you passing the NUT sign. That should be the basis for your appeal. Of course it will be rejected, so to get an unbiased opinion, you'd have to take them to London Tribunals and risk the full PCN penalty.

I already said this in original appeal , but they rejected it , if I appeal again what are the chances now and is it worth in tribunal

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

please so help in this, my uturn was after the 140 yards of that sign ,
Secondly they haven’t provided calculated area that after how many yards I made the U-turn ,

Their video is an absolute disgrace, the camera shows a car making a turn in the far distance. How that can be evidence is beyond me.

What appeal?

Your NOR was dated 11 May. This places you on notice that you have the right to register an appeal within the 28-day period beginning on the day of service. This period ended on 11 June.

TfL cannot extend this period, it's not within their powers.They may extend the period before a CC is issued by them as this is their choice.

But not the appeal.

I am worried that you have missed the period for registering an appeal, in which case you have nowhere to go procedurally to plead any argument, whether substantive or technical.

Have you registered an appeal with the Tribunal? If not, then try today. You will need to include reasons for lateness which if accepted means the adjudicator may register your appeal late.

As far as I can see, these reasons would be that you were led to believe by TfL that all enforcement and appeals processes were delayed by 2 weeks while they provided you with the evidence which is central to your appeal i.e. the video of the contravention.

Wait for others.
