PCN Epping Forest

Epping Forest District Council, Code 12 - Parked in a resident place on a Sunday, Kendall Avenue - Epping.
I parked in the bay observing the or conditions allowing a 2 hour unrestricted stay. Upon returning to my vehicle it was ticketed, as I had parked in the bay on a Sunday. I believed this to be incorrect and made an informal challenge. The challenge was denied and I was told the signage indicates that the only people allowed to park in these bays on a Sunday are residents or visitors displaying a permit. I still believe this is not what the sign says and that the use of the word or in the signage indicates that there are multiple conditions to legitimately park there. The sign is confusing and ambiguous at best and I want advice in making a formal challenge.
I enclose the signage PCN and subsequent letter denying the informal challenge

Is it me or does the sign suggest there is a set time for residents or a two hour parking time limit when not a resident.

Let's start by putting the PCN the right way up:



Given that it's issued under the now defunct 2007 regulations, it's a no-brainer to carry on. The signage is correct, but the council only gets one shot at issuing the PCN, and I can't see the tribunal upholding a PCN that has been issued under legislation that was abolished last year.

There's also the fact that the PCN wording is duplicitous and it doesn't specify what contravention you are actually being accused of,

Pl post the back of your PCN.

What makes you think the PCN was issued by Epping Forest District Council?

What is the legal status of the so-called Partnership? If none, how could Essex CC delegate authority to an ad-hoc group of councils? What lawful authority do the Partnership have to consider reps?

OP, for your purposes pl just post the back of the PCN, the other comments are IMO absolutely fundamental and could be developed later if circumstances allow.
