Hello

First time posting on this site, but requesting some guidance.

My friend’s son is an apprentice builder.
He and colleagues parked in a cul-de sac.  He was using his car, his colleagues in white vans.
Various wardens advised them they could park on a single yellow line, which they did.
Sadly last week the apprentice received a PCN while the two white vans were ignored.
The apprentice has autism and quite confused that he was told one thing but still got a ticket.
Is there anything he can do to appeal his PCN?

The PCN is not for contravening the single yellow line. The PCN is for parking on the pavement.

Parking with one or more wheels on the pavement or verges is prohibited everywhere in Greater London and has been for around 50 years, except where the prohibition is specifically disapplied and signs have been erected.

No signs = pavement parking prohibited.

There are 3 obvious prospective parking traps in this quiet backwater, and your son was in contravention of all of them at 11.19 on Fri. 24th.

1. Parking on the footway prohibited;
2. Parking at dropped footway prohibited. Dropped footway can be seen by the footway construction and sloping kerbs ahead of the car and by comparing GSV with the two garages in the background; there are several such dropped footways in this road
3. No waiting 11am - 12 noon. (see the no waiting signs).

I suppose CEOs take drivers' knowledge of the statutory prohibitions for granted, as indeed they should. And the waiting restriction is only one hour Mon-Fri.

But we can look to see whether any technical/procedural issues might come to his rescue.

I realise the odds are probably stacked against him, but it was worth a try.
