Hi All,
Recently receive a PCN from Tower Hamlets after entering a road which was pedestrian zone between 8:30 to 9:30am and 3-4pm.
I turned left into Arnhem Place to turn the car around at 3:16pm not realising there was a restriction in place.
Although there were signs on both sides of the road, the nearest sign was obstructed by a bush and placed away from the kerbside, making it challenging to see when approaching the junction due to line of sight. I’ve made an informal appeal, but the council responded saying that "the signs are in clear view as you begin to turn into the road".
Considering the time-based restrictions, it seems impractical to expect drivers to review the sign and check the clock when approaching from this direction.
Also, if the PCN didn’t state an address for payment does this make it invalid?
Do I have realistic case to appeal to London Tribunals?
