Hi,

I got a parking ticket for not displaying a visitor permit,
I went to visit a relative home who was in hospital end of life and just wanted to see how the rest of the family was doing and get update
I requested a visitor permit after I got to there home but the person was in the bathroom and they later purchased the visitor permit, when I got to my car I see a ticket, I appealed but they rejected it and now I got a notice to owner
Is there anything else I can do to appeal
Any advice will be appreciated
I attached all documents below

You are allowed time to get a visitor's permit but there is 6 mins observation on the PCN.

 I went inside the home and asked for a permit and they said they would get it done online and the person who has the online access went to the bathroom and then purchased it. It was a emotional time and I was also busy trying console my relatives

You aren't going to get a compassionate response from Newham but you can only try again and also remind them of their duty to act fairly given the circumstances.

They say observation began at 8:32, PCN issued at 8:38, permit activated at 8:45.

IMO, your formal reps should be composed with half an eye on an appeal to the adjudicator. In this respect, you need to include 2 separate but related issues:

1. The substantive defence of being allowed a reasonable period in which to obtain a permit.*

2. The council's procedural error in stating that:
 You must have a valid permit before leaving your vehicle unattended;

 As the permit was not valid during the period of observation, it was not valid
 for parking at that time;

Clearly, as their mindset doesn't appear to acknowledge that a defence is available of being allowed a reasonable period then whether as a matter of fact at least 13 minutes was a reasonable period is never examined, which IMO is improper.

If you could elicit a NOR whose reasoning is the same as before, then IMO this would give you the procedural leg of an appeal. Then comes the separate issue of whether an adjudicator would accept your substantive defence that in the circumstances the time you took was reasonable. In this respect we need more facts pl, for example:

How many persons were qualified to obtain a Visitor's Permit on your behalf, what this process entailed step-by-step, how far away was the house you visited etc.

They have One person (who is named on the council tax bill) has to register on the council website and use that account to purchase visitors permit or any other permit,
I was parked at the end of the road where I could find space I think about 15 houses away and I don’t recall seeing a sign where I was parked.

..I wouldn't go there, it does rather clash with knowing you needed a permit.

How does the below statement seem

Dear Sir/Madam,
I am making formal representations against Penalty Charge Notice PN25588589 issued on 17 April 2026 for my vehicle MW10BTU on Tyrone Road.
On that date, my family and I visited the home of a relative whose condition was critical and end‑of‑life in hospital. We went to see his family to check on them and receive updates about his condition, as he could not be visited in hospital due to his condition and by immediate family only. Who has since passed away on 17/5/26.

I parked outside and went in to the house and asked for a permit, Unfortunately, the person with access to the online permit system was in the bathroom at that moment, and the permit was purchased a few minutes later. When we left there house and returned to my car, I found the PCN had already been issued.
This was an isolated and compassionate situation, not an attempt to avoid payment. The permit was purchased shortly after the PCN was issued, but I did not know that at the time and I have attached evidence confirming the timing and a letter from the family explaining the circumstances in my previous appeal,
I respectfully request that the Council exercise its discretionary powers under Section 87 of the Traffic Management Act 2004 to cancel the PCN on compassionate grounds. The delay was minimal and occurred during a period of emotional distress.

Delete this and replace with something that points out that time is always allowed in which to obtain a parking ticket or voucher, the time taken must be reasonable but depends on circumstances. You knew that you had to obtain a visitor permit, so straightaway on arrival went to the premises to request one. This was delayed because the person responsible for obtaining a permit was delayed in doing so, but a permit for a complete day was obtained ater a short delay.
Time is always allowed to obtain a parking ticket from a machine, or a permit from a resident. It is not always possible to have a permit instantly fixed to the car and your circumstances are within the time allowance in my opinion, the test of which is "reasonable"; t here is no fixed time defined in law, it all depends on circumstances.
If it were me, I'd take them all the way to adjudication if necessary
