No pictures on the council website.

Hi all,
Quick question for you. I received a parking ticket on December 20th but their still aren't any photos on the Hounslow website. It just says "There was a problem obtaining PCN images. Please try again later."
If the pictures don't appear by close to the appeal deadline can I appeal saying the offence didn't happen as there's no evidence?

Photos are not a legal requirement in the legislation and also the regulations. If the CEO was unable to take photos at the time, he can still serve a PCN. If you are going down the line of "no photos = no contravention" then you would only be able to test this at London Tribunals, where the civil test of "on the balance of probabilities" applies. I can't see a win. Sorry.

Your PCN and narrative on the circumstances can be looked at and advice given. If you haven't yet submitted any reps you need to get a move on, because the end of the discount period is rapidly approaching.

Ah, that's a shame but thanks.
I'm sure the CEO took photos as he was just leaving when I returned to the vehicle. Surprisngly we had a pleasant  chat for about 5 minutes. He was a nice guy and it was totally my fault as I'd lost track of time and overstayed.

Might be any number of reasons for no photos. Please post up images/scans/photos of both sides of the PCN. Please leave everything visible including all dates, times, locations PCN number and the vehicle reg. Since this is an on-street PCN there is nothing that needs to be redacted.

I'm thinking of trying my luck with an appeal as the parking there is controlled by displaying a paper permit. You write in the time of arrival and each filled in line on the permit gives you an hours parking.
Without the photo of the displayed permit there's no evidence it was or wasn't filled in correctly.
I'll try to upload the ticket next. It's a Hounslow pcn for displaying an invalid physical permit.

I've found the pictures! Went to a different part of the website to appeal and there they were!

Or at least post up the vehicle reg and the PCN number.

And if you do so we can view the photos for ourselves. However the whole PCN would be best.
