PCN AF06244859 - PARKED WITHOUT PAYMENT OF THE PARKING CHARGE
« on: »
Hi guys,

PCN link:

My wife got this ticket and it was really unfortunate as it was easily avoidable.

She went to the post office for literally 3 mins (the time leaving and returning to the car). She could've easily put a pay and display ticket but she thought she'd be right back.

Do you think anything could be done here to get out of it?

Is there anything like they have to wait 5 minutes before issuing a ticket?

Thanks in advance for your help!

So basically, she chanced her arm and lost. We do see a few of these sort of situations on this forum.  London councils make huge amounts of money from PCNs so can afford to flood the streets with CEO patrols.

No, there isn't. In fact we see cases where the driver went to a machine to get a parking ticket and got a PCN before returning to the car !  Such cases normally end with PCN cancellation, but even with cases like this it can be a struggle.

Why was she going to the post office?

Also, have you sent a challenge to the council yet? If not you want to send something today before midnight, even if only just to preserve the discount.

Annyoingly https://redbridge.traffweb.app/traffweb/1/TrafficOrders appears to be having a funny five minutes so I can't look up the traffic order.

I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Notwithstanding this, I voluntarily apply the cab rank rule. I am a member of the Society of Professional McKenzie Friends, my membership number is FM193 and I abide by the SPMF service standards.

Hi. Just to hold the discounted rate I emailed redbridge directly saying:
Dear Redbridge,

PCN NUMBER:
AF06244859

I have tried multiple times to access the page to appeal this ticket but as you can see your website is not allowing me to get passed the "review page"

I have tried this on my safari browser and also Google chrome, but to no avail.

I have tried to do this multiple times in the past few days. I have shared a video to show you how I can get pass other pages but it does not allow me to get to the contest page.

Kindly advise further.

Thankfully they responded back to me with:

Good Morning,

Thank you for your email.

Apologies for the inconvenience caused in regards to our website.

Please send us the grounds for which you wish to contest this Penalty Charge Notice (challenge) and on this occasion we will log this on our system for you.

Regards,

Shals

She went to the post office to return a parcel. I don't think we have much grounds and I'm considering paying the £30?

Your thoughts?

Don't pay yet. A parcel how big ? how heavy? the loading exemption may be in play but we need more details

As the authority have admitted issues with their website and are willing to accept an emailed challenge, take advantage of it...copy your email and their reply with any challenge.

As PMB says, loading is an exemption and while this would normally be judged against need, ie to carry a heavy or bulky parcel, claiming it should do no harm, they should re-issue the discount and if they fail to, given the emails, that would be an argument to take forward which could win the case on its own.
Include a copy of any post office receipt and if the parcel was large or heavy, detail that...
