I would simply say this as I advised in the case won last year:



I require you to consider my informal challenge as my formal representations and I also make this collateral challenge regarding your website which contains grounds which do not belong to the statutory scheme, thereby causing confusion at least.




Should you not agree to do so, I shall take the matter to the Tribunal and seek independent adjudication as provided by law.

so I don't need to mail the letter back? just fill the form as you mentioned?

And I shouldn't add more to my informal challenge? the cctv point? or any other points? Are we allowed to add more grounds during the tribunal beside the formal challenge content?

At the tribunal stage you can add whatever you want, there are no restrictions as such. If you send a letter in the post they just scan it into the computer and shred the original, so you might as well post the representation directly into their computer system. In fact if you want to use the website point, you pretty much have to.
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Notwithstanding this, I voluntarily apply the cab rank rule. I am a member of the Society of Professional McKenzie Friends, my membership number is FM193 and I abide by the SPMF service standards.

If you submitted your reps to the Council, you are waiting for them to respond.

Court TEC costs - £10 fixed, not variable

So people immediately think, "must pay now, I don't want to get a CCJ"
