About a week before the hearing. Some Councils get them out early, others are 'last minute.com'.

When I received the PCN notice, I was able to view a video clip of the alleged offence. Is that considered the full extent of the evidence, or should I expect to receive additional evidence?

There are two PCNs - are they being heard together?

You should a pack for each I think. If they contest that is.

Somewhere in each pack should be a list of contents and also a summary (1-3 pages)  of why they think the adjudicator should reject your appeal: please post these up here.

I've got a bad feeling about these PCNs as they are both contested and no recommendations can be given. The tribunal can't apply mitigation.

Anyway let's see the summary sections of both.

I have had a look. The cases should be able for all to access.

1, An apology from them in cases summary. No time to copy out at present.
2. Photos aren't that helpful in their evidence.

Ms Pearce was the adjudicator, case 2250139149

This Appeal was initially Heard by me on 29th May 2025, on which occasion after examining the evidence adduced by the Enforcement Authority and considering the representations made on behalf of the Appellant, I made a finding of compelling mitigation.

I therefore Adjourned the matter to afford the Enforcement Authority an opportunity of reconsidering the mitigating circumstances.

I am now in receipt of the Enforcement Authority's response and accept the Enforcement Authority's indication that it is not proceeding further with Penalty Charge Notice BZ81519314.

Accordingly, this Appeal is Allowed.
I help you pro bono (for free). I now ask that a £40 donation is made to the North London Hospice before I take over your case. I have an 85% success rate across 2,000 PCNs but some PCNs can't be beaten and I will tell you if your case looks hopeless before asking you to donate.

This is the case referencing both.

Two thoughts.

1. Lucky to get Ms Pearce.

2. Adjudicators can make recommendations to cancel (for parking PCNs not moving traffic) where they are obviously exasperated with the authority's lack of fairness but I haven't see one punted back like this before a decision, on compelling mitigation. Maybe this the way round the bar on recommendations for this type of PCN.

Only one of them has, so far, been cancelled on the council portal despite the Appeals being allowed for both.
