Author Topic: PCN 53J Dacre Park- Failing to comply with restrictions on vehicles entering a pedestrian zone (Camera enforcement)  (Read 1210 times)

Hi,

It's my first time posting on this forum or any forum so please tell me if I need to add more detail or how things work.

I was given a PCN (PCN number: ZY10948098, Appeal Number 2250432212) ticket by Lewisham Council for turning on to Dacre park from Lee High road and traveling in a school zone during restricted hours. I appealed it based on a sign blocking the information sign as I approach the turning and not knowing the area and local rules, I've never actually come across a school zone before. I got a notice of rejection of representations letter just before I went on holiday. The payment or further appeal were due before I got back to the UK and being on holiday I couldn't really do much other than decide whether to pay or appeal to the London tribunal. I decided the latter as the signage is lacking (the fore warning sign is covered by another sign and the other signs are mainly visible as you turn) especially if there are lots of things happening on the road when you make the final turn.

I've been given a court date of 23/12/2025 so I have some time but I'm not sure if I put enough information in the appeal to help me win the appeal to the London tribunals. I haven't backed-up anything I've said with any legislation as I don't even know where to start or look but I don't think that their assertion that all the signs are TSRGD compliant is true. Can I get some advice on what I should do/the level of detail I need to show on my side?

What I didn't say in my initial representations was that there were cars close behind me on this two lane road and pedestrians close to the crossing as I turned. This meant without the forewarning of the information sign it would have been difficult, not to mention dangerous, to look, read and understand the timings on the signs at the entrance to the road as they became relevant/visible when I started my turn. We need to see the PCN, so please post it redacting only name and address. It seems GSV is not sufficiently up-to-date to show the signs. If you turned left in ]to Dacre Park, I would expect an advance warning sign on Lee High Road; is there one ?

At this exact location https://maps.app.goo.gl/qVqsbV78Y17teMSeA when you look forward you can see that the advanced warning information sign is behind a red triangle hump sign, the images are GSV taken June 2025. A few images forward to the entrance of Dacre park the GSV image is from June 2024 and the signs aren't there. What this tells me is the the advanced warning sign has been hidden behind the red triangle since it's been put up, during the past 18 months.

I'm sorry it took me a while to get back to you, I wasn't expecting to get such a quick response and it took some time to find a suitable site to host the images. I'll be more responsive now I have a better grasp of the system.
