PCN 50R Laurence Road hounslow, Received PCN for contravention 50R

I received a PCN in April 2022 for allegedly contravention 50R on Laurence road j/w Prince Regent road at Hounslow.
I made representation on 22nd May 2022 on the basis that the signs were not visible and requesting the council to take a look at the video footage again.
I didnt receive any response for another 4 months and then received a new charge certificate in end Sept 2022.
As i didnt receve any rejection letter (which has apparently been issues in August 2022), the advice/suggestion was to wait for the order of recovery.
I received order of recovery in april 2023 which is * months after the rejection.
I have done the statutory declaration in May 2023 and Now Hounslow council has reissued the PCN rejection notice on 29th June 23.

I need advice for sending the case to tribunal in next two days and any help would be appriciated here.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
