I wondered if anyone could help with this pcn? tbh i did stop in the bus stop for about 10 seconds to pick someone up but didnt realise i wasnt allowed/supposed to. Sorry for copying and pasting everything but I’m useless with computers and haven’t got a clue how to add a picture.

The Penalty Charge Notice BY97934930 is being served by post on the basis of a record produced by an approved
was observed on 19/02/2026 and the authority believes that a penalty charge is payable on
the grounds of the following alleged parking contravention: Stopped on a restricted bus stop or stand (camera enforcement) in STATION SQUARE/PETTS WOOD STATION (BUS STOP D) PETTS WOOD at 17:01 hours.

The penalty charge is £140.00
The penalty charge must be paid within the period of 28 days beginning with the date on which this Penalty Charge Notice is served, (considerd to be two postal days from the Date of this Notice).
The penalty charge is reduced by 50% to £70.00, if the penalty charge is paid not later than the last day of the period of 21 days beginning with the date on which this notice is served.
Please do not make any payment if you want to challenge this Penalty Charge Notice.
If you do not believe you should have to pay this penalty charge, you may make representations to us (see How to make representations section, overleaf). If after the last day of the period of 28 days beginning with the date of service representations are submitted, they may be disregarded.
If after the last day of the period of 28 days beginning with the date on which this Penalty Charge Notice is served, no such representations have been made in accordance with the regulations and the penalty charge has not been paid, the Enforcement Authority may increase the penalty charge by 50% from the full penalty charge to £210.00 and may take steps to enforce payment of the increased charge

If you do not believe you should have to pay this penalty charge, you may make representations to us.
Representations may be made by writing to Bromley Parking Services, APCOA UK, PO Box 1166, Belmont
www.bromley.gov.uk/parking. Please include any supporting evidence. If we receive a challenge within the 21 day reduced charge period, but do not accept your challenge, we will allow a further 21 days from the date of the rejection letter for you to pay the reduced penalty charge.
The Statutory Grounds for representations are:
A The alleged contravention did not occur - please explain why you think no contravention took place.
B I was not the owner of the vehicle at the time - if you sold the vehicle before the date of the contravention or bought if after the date, you must tell us the name and address of the person who bought it from you or sold it to you, if you know it. Please supply evidence of the sale/purchase (e.g. a
C At the time that the alleged contravention occurred, the vehicle in question was in the control of a person who did not have the consent of the owner - Please enclose evidence (e.g. police crime report, insurance claim etc). We cannot check crime reference numbers with the Police.
We are a hire firm and the vehicle in question was at that material time hired under a hiring agreement; and the person hiring it has signed a statement accepting liability. The agreement must satisfy the requirements as set down in Schedule 2 of the Road Traffic (Owner Liability)
Regulations 2000.
Please supply a copy of the signed agreement including the name and address of the hirer, even if the agreemen is in excess of six months.

The penalty charge exceeded the amount applicable in the circumstances of the case - if you think you are being asked to pay more than you should legally pay.
F There has been a procedural impropriety on the part of the enforcement authority - please
describe the alleged impropriety.
G The Traffic Order was invalid - if you believe the parking restriction in question was invalid or illegal.
H The Civil Enforcement Officer was not prevented from serving the Penalty Charge Notice - not
applicable for this notice.
I That the penalty charge has already been paid in full, or has been paid at the reduced amount within the specified period - please provide details of the payment method, date and amount.
• We will consider representations made for any other compelling reasons.
After we have considered your representations, we will write to you with our decision.
Within the period of 56 days beginning with the date on which we receive your representations, we will consider them and serve a notice on you of our decision. If we accept your representations, we will cancel this notice and you will not have to pay the penalty charge. If you have made representations within the period of 28 days beginning with the date on which this notice is served, or if you have made representations outside that period but we have not disregarded them, and we do not accept those representations, you will receive a Notice of Rejection. You will have a period of 28 days beginning with the date of the service of the Notice of Rejection to either pay the penalty charge or to appeal against our decision to the independent adjudicator. The Notice of Rejection will provide information on how to make an appeal to the adjudicator. The adjudicator will then consider the case and make a decision based on all the evidence provided. Please note that an adjudicator can not allow an appeal on the basis of mitigating circumstances but may refer the case back to the authority for further consideration.
I confirm that to the best of my knowledge the representation that I have made is a truthful account, and that I am aware that should I give false testimony, knowingly or recklessly then I am committing an offence. If found guilty on conviction I am liable to a fine.

• Data will be stored for a period of 2 years after the case file is closed as resolved.
