OP, I don't know which version of your accounts is true.

Alighting: to get off or out of;
Boarding: to get on or into.

Was your brother with you when you parked?

Can we have a single account pl.

You should say the passenger is your brother and you know his needs well.

The draft looks OK although you are presumably stating the times you did things based on their PCN timing?

Their pictures don't show anyone boarding - you could ask for the video for the second one but with these drive by PCNs they often don't show exempt activity that would have been seen by a CEO on foot. That's their fault.

So in short - My brother was getting into the car (boarding) but because of the severity of the downpour he was waiting in the doorway of the apartment until I pulled up.

To expand- both scenarios happened ( timings obviously different) but both scenarios were not captured by the CCTV!  The scenario that I have included in my most recent post is the one which I have been fined for. This reflects us going to an event.

The other scenario was us coming back from the event.

The pictures helped me to establish which scenario was captured on CCTV - I apologise if it did not make sense from start. :)
I have also requested the video footage too.
