Parking in a residents Enfield - only 4 minutes observation time

My father in law was visiting a friends today and parked in a residents bay. The area was very busy due to a local church ceremony so his friends house was a few minutes walk away. His friend didnt have any visitors permits left so he walked back to move the car and had a penalty notice. Even if he has a visitors permit, surely this is not enough time for a 78 year old to get one given how busy the area was and how far you have to park away?
Are there any grounds to appeal?

There is no legal requirement for observation time before a PCN may be served.  Your FiL should submit reps on the basis that he had gone to get a visitor permit for the parking when the CEO served the PCN, and point out that time is always allowed to get a parking session paid for, or in his case a visitor permit, otherwise nobody could park legally.
