You can't.

If you are locked out of your Enterprise account and otherwise do not have the prescribed evidence, then I'm sorry but there's nothing you can do on your behalf*. As explained, the PCN is addressed to Enterprise and only they may respond. They had 3 choices:

To pay and charge you;
To make reps on the grounds that they are a hire company which, if accepted, would lead to Enterprise being off the hook and to you getting a PCN in your name;
To authorise you to make reps on their behalf.

They've done 3 conditionally but because you missed their deadline they opted for 1 and paid.

It now appears that they're unable to recover this directly from whatever payment channel they planned to use.

What they do now is up to them, but their choices lie in contract law, not parking regulations.

*- I suppose you could just write to the council and declare yourself as the hirer and would they please deal with you by issuing a PCN, but they'd be foolish to act upon this because it's procedurally improper and would allow you to challenge successfully any such PCN

I have a receipt to show they are charging me the fine. If this is not enough, I can email Enterprise and ask for the contract of hire, as strangely, it is usually emailed to me, but I can't find it.

Ah I thought Enterprises last response to me told me it gave me authorisation to make representations, I thought that was enough to go to hounslow to pay the reduced cost.

I couldn't pay the reduced cost as it was too late by the time Hounslow sent it and I saw it.


I am not trying to avoid Enterprise collecting just not at the higher amount, can't login so can't see where they are trying to collect from. I did say originally I do not want this to go to balifs.

If enterprise refuse to give me the contract I sill wrote to the council and declare yourself as the hirer.

The enterprise letter is a letter of authority it says it gives the council permission to speak to the hirer directly to challenge it. Is this enough with the contract?

No. The PCN has been paid.

Others might have ideas, but I have none beyond my last post.

IMO, the authority lapsed after 7 days because Enterprise took back decision making and paid.

You cannot take any action within parking procedures because the penalty charge has been paid by the registered keeper. Whether they had the right to do this contractually after providing you with a 'Letter of Authority' is not a parking matter.

If you still want to carry on then as I suggested earlier you could write to the authority, state you're the hirer and prove with the Letter of Authority and original invoice and request they send you a PCN in your name so that you could deal with the council directly as opposed to on behalf of Enterprise.

I wouldn't hold out much hope, but if you don't try!
