Parked for longer than permitted, but no photo proof of length of stay

Hello, I just received a PCN for parking on a place where parking is free, but only for 2 hours. They claim to have observed from 13:28 to 16:01. I don’t remember exactly when I parked, but I went to check the evidence and there is only pictures taken around 16:00.

They don't take pictures of cars not in contravention...

The CEO will have noted the car on initial observation and probably recorded tyre valve positions to show the car hadn't moved.

Well, if you parked before 2pm it was fair...

You need better than "I don’t remember exactly when I parked" to challenge this.
