Redbridge borough, parking without payment, Ilford

Hi

I have received a Charge Certificate from London Borough of Redbridge for a PCN that was never issued!

I parked in Adelaide Road, Ilford IG1 where first hour is free but still require ticket display.  However the parking machine was out of order and my mobile was out of battery.  So I went to a couple of nearby shops to see if I can get my mobile charged to call RingGo but no one had my charger type.

I returned to the vehicle to leave since I couldn't call to register and found a parking attendant taking photos.  I explained the above however the PA started getting aggressive eg this isn't your dad's space that you can just park here! Charming.

I drove off without any PCN being issued or affixed to my vehicle (as shown on the council photo).  One photo also shows rear of my vehicle driving off!

Please let me know your thoughts on how best I should deal with this.  PCN link below.  Thanks

The council is allowed to issue a postal PCN saying it was in preparation but was not served as you left the scene. I take it nothing was received at the registered keeper's address?

Is the address on the charge certificate accurate?

Not getting the PCN means statutory recourse to getting this reset but you have to wait for the order for recovery. See process:

Sometimes they mess up and send a notice to owner instead of a postal PCN but we don't know.

No nothing was received.

Yes address on charge certificate is correct.

So I have to wait for order for recovery?

Yes - to stay in process this is the correct thing to do but we recommend calling the Traffic Enforcement Centre at intervals to check if the debt is registered as you don't want the OFR to go astray.

The charge certificate refers to a PCN not an NTO so the chances are they correctly sent a postal driveaway PCN (known as a reg 10 PCN).

I never received a PCN in the post so how can it be assumed they correctly sent a reg 10 PCN?

I said they refer to a PCN and not an NTO on the charge certificate. But don't worry about this as the focus is to get the PCN reissued through the witness statement process at which point you'll find out what they sent and whether it's worth making a challenge on any aspect.

I intended to write to the council to provide the context shared here and raise complaint against the rude parking attendant.  Also to not let the matter escalate.  Should I still do that?

Dealing with complaint to the Council comes after the matter of the PCN has been resolved. Concentrate on the due process for that first.

Not if the transaction is done by RingGo because it's impossible to display anything.

The contravention is 'did not pay'. GSV is dated and the traffic sign isn't in the photos. What does it actually state?
