Order for recovery of unpaid penalty charge notice.

I received an order for recovery of unpaid penalty charge notice letter from TFL on Saturday. I never received the initial PCN nor charge certificate. I have checked on TFL website to see if I could send an appeal, however the option was not available. Can anyone please advice me on what to do? Please see the letter on the attachment.

It tells you what to do on the OfR. There are two options under the paragraph headed "YOU MUST WITHIN 28 DAYS.....etc"
The first option is to pay it, and the second option is to submit a Statutory Declaration that you did not receive the PCN. This is a very common procedure carried out every day by motorists who never got the PCN. You must submit it within the 21 days, because this means it cannot be opposed by the council and it is accepted automatically by TEC, (assuming you've filled it in correctly of course). You have posted it here so you can submit that and need to do it quite quickly. It will need to be witnessed at a solicitors for a small fee, (you must only sign it in the presence of the witness). You can get it signed free at your local county court but will probably need an appointment.

Once your SD is accepted, TEC cancel the OfR and the CC, then the council must send you another PCN which you can then pay at the discount or submit representations. 

Any reason you can think of why you didn't receive both the PCN and Charge Certificate in the post ? Is the address on your V5C Registration Certificate for the car correct in all detail and up-to-date ?
