I parked there because I was moving some things between my house and the car, though after I'd finished moving the things I did leave the car there for a short while, maybe 15 minutes or so before leaving the house to drive the car away. I know it was silly of me, even though I've never seen traffic wardens here (they obviously _do_ do the rounds here tho!)
What things were you moving ? You could claim the loading exemption, but the goods would need to require you parking where you did, like bulk and weight. So what were you doing for the 15 minutes, having a quick fag, or maybe cleaning up. I would include the latter as part of the loading activity, but fag and tea breaks not, I'm afraid. Anyway, no need to go into detail, just submit reps that you were engaged in loading. Some indication of the nature of the goods would be helpful.
