When did the Notice arrive with you?
As I understand it, oneSource is a privately owned limited company wholly owned by the London Boroughs of Newham and Havering. The company provides a number of services into the Councils, including debt recovery. I further understand that they employ their own enforcement agents who are presumably certificated. Or maybe they don't anymore.
I would have expected that the Notice of Enforcement would have been issued by oneSource. Instead it looks like oneSource have sub-contracted the enforcement to Rundles. I have my doubts as to how that can be legal.
The warrant is a Local Authority Warrant of Control. Authorisation for a warrant can only be requested from the TEC by the Enforcement Authority, in this case LB Havering. The TEC authorises the warrant and the EA can then issue the warrant to the bailiffs/enforcement agents to enforce. That should mean oneSource. So any Notice of Enforcement to you should have come from oneSource. The underlying debt cannot be owing to oneSource as stated on the NoE, only the statutory enforcement fees. The underlying debt is owing to LB Havering and the NoE should make that clear. However since the enforcement fees, currently £75, are owing to Rundles then nothing can be owed to oneSource. The NoE seems to be seriously defective.
I suggest that you contact the Traffic Enforcement Centre helpdesk at Northampton County Court first thing on Monday.
Confirm that the address on the warrant issued 03/09/2024 was your old address?
And whether or not the warrant has been re-issued (re-sealed) with you correct and current address?

I further suggest that you seek advice from
Bailiff Advice Online as to whether the Notice of Enforcement from Rundles is enforceable. As well as the possibility of an Out of Time Statutory Declaration.
