Please see attached pcn. Stopped in the bay to charge, was trying to get the app the download was a faff so decided not to charge.

So you did what and when?

Drove off after 2-3 minutes, stayed without charging or what?

Drove off after 2-3 mins. Never exited the vehicle.

Have you obtained the DVD from TfL, see top of page 2 of PCN?

Pl take us through the process. For example, how did you know you needed an app(which app?) without exiting the car and reading the use instructions?

There is a conditional exception to the No Stopping restriction and this is that a vehicle must be charging for no more than an hour. I will bet my children's inheritance on the traffic order not attempting to deal with the process of how one charges after coming to a stop and that TfL officers put their own spin on what's acceptable.

But this might not be an issue. Clearly you stopped and did not charge therefore prima facie a contravention occurred. I bet they haven't even checked whether your car is an EV, so simple reps to this effect might be all that's necessary.

But let's see what other facts you have e.g. the process etc.
