Please refer to the notice you have received from the council, which provides the grounds on which you can make a representation. You may make representations to the council against the penalty charge if one or more of the grounds apply and/or there are compelling reasons why, in the particular circumstances of the case, the council should cancel the penalty charge and refund any sum paid to it on account of the penalty charge. You should provide sufficient evidence to support your case (where applicable).

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

Hi everyone,

I just wanted to ask whether anyone here took this PCN all the way to London Tribunals. If so, what was the outcome?

I’ve received the same PCN for Royal Albert Way / Gallions Roundabout. I challenged it with Newham Council, but my representations were rejected.

Tomorrow is the deadline for me to lodge an appeal with London Tribunals, so I’m trying to decide whether it’s worth risking the full £160 instead of paying the discounted £80.

If anyone has been through the tribunal process for this exact location, I’d really appreciate hearing how your case went and what arguments the adjudicator accepted or rejected.

I've just had a quick look at the London Tribunals Statutory Register, and there are 142 successful appeals for this location. However there have been refusals too. I think much depends on how the case is presented, and which adjudicator one gets "on the day", because some recent recruits to London Tribunals seem very sadly lacking in commonsense, sorry to have to say it.

Carl Teper observed that the signage in place failed to convey the full traffic order information because these is nothing outside the restricted hours to tell you what those hours are, not even the dreadful so-called advance warning signs.
