Basically, the delivery time is taken from what Royal Mail claim as the time for delivery of 1st and 2nd Class post. However, if another delivery service is used,it would be the period the service operator commits to, like "tracked 24 hours" etc.

sorry for late replying as didnt' had copy of the letter and had to wait until return back to UK. Once the letters were received, we sent email to council but still waiting for any kind of replies. Attached:

What ground did your friend select on the WS?

Pl post their emails to the council.

What is the current status of the PCN?

On 15 Nov. you posted: Fee of £560 paid to release the clamp after advice from bailiffadviceonline.

So I suggest your friend gets their money returned.

it was PCN not received and letters were sent on wrong address. Dealer made mistake in address when applying for V5C. Evidence like letter from car dealer, some address proof and V5C were attached.

After copies of court letters were sent to council via email, no replies received back. So no PCN reissued or not delivered to registered address so far. Nothing from bailiff too but from my understanding of the past cases posted here in forum, i believe it's the council who has to order to refund the enforcement fees? TEC when called said to wait until 90 days from receipt of court letters before contacting council again.

It's NOTHING to do with TEC now.

Your friend paid £*****.
This must NOW be refunded by the council pursuant to the revocation of their power to demand this payment dated 25 Jan.

It is irrelevant what the council wish to do as regards pursuing the PCN(which they may), they MUST refund the money, END OF.

You have not posted the emails. Do any of them demand repayment and provide details of method e.g. direct to bank account, cheque etc?

If not, pl say so. We can draft a very short AND SHARP email reminding them of their legal duty and how the sum must be remitted.

Still looking for email but if it's not in sent folder, I suspect probably was using council's webportal. Definitely the email was just about notifying of the court letter only and 100%  not demanding for the refund of enforcement fees. We thought it's auto process once the order is made by court. Anyway thanks for reminder and will appreciate a draft demand letter. Thanks.

Dear Sir,
PCN *********

On ***, I paid the authority £*** for the release of my car which had been seized by **** pursuant to a warrant of control(see enclosed receipt).

On 25 February 2026 the court granted ***** permission to submit a Statutory Declaration Out of Time and by Order(copy enclosed) revoked the Order for Recovery and directed the authority to cancel the Charge Certificate. The authority was therefore required to refund £*** in a timely manner.

My bank details are as follows and I expect payment within 14 days:

Edit: I just noticed small mistake in court order on PCN number. There is extra 0 in end (eg FR 65796438 vs FR 657964380) . Does that make any difference?
