Marstons enforcement agent for Westminister City Council

I just had an enforcement agent turn up at my house from Marstons Recovery, I was not there at the time, so handing my housemate a letter, which states "notice of intention to remove your belongings".

Apparently I owe £515 for something to Westminister City Council, I have no idea what for, I assume a parking ticket, but I have no recollection of receiving one. The enforcement agent now won't pick up the phone in order to get any more details.

What can I do at this point? I have fairly bad ADHD, and things often slip my mind, but I can definitely say I have not received any letters or notices about a debt to WCC before this point.

When you get home post the notice blanking only your name and address.

The usual reason for this is a vehicle logbook with an old address.

What is the car VRM.

See attached, I've now got in touch and found out its a parking ticket, which having seen the picture of my car and where it is, I am not disputing the original PCN, however I am disputing having ever received the PCN. In the picture it was clipped under my windscreen wiper, but I never received this, and there have been no subsequent letters.

I have only had this car since being in the house so unlikely to be an issue with V5 or old address. However ever since being in the house for the last 4 years, missing mail seems to be a common issue. It is not the first time, that we have been told post has been sent and we have not received it. Perhaps this is another issue entirely that I may need to raise with Royal Mail.

This is about procedure, detail and legal presumptions.

So let's get detail in play:
Date of alleged contravention;
Registered keeper of the vehicle on this date;
Do you know the complete V5C entry at this date;
Look up Postcode Finder and check the possible entries for the post code held by DVLA at this time;
Do you recognise this address as being where you have lived and still live since 28 days after after the date of contravention;
Is there an address on the 'Notice of intention to remove your belongings' and does this agree in every respect with the V5C entry at the date of contravention;
What is the date of the notice?
Do you own a car and if so is it parked on the highway or at the property?

So far you've failed to receive:
PCN on the car windscreen,
Notice to Owner
Charge Certificate
Order for Recovery (of unpaid penalty charge)
Notice of Enforcement

The latter four would have been posted to the person named on the V5c, at the address detailed on the V5c, as held by the DVLA for the date of contravention.

The four 'lost in the post' notices would have been spread over a number of months. The NtO, CC, OfR would have been posted by the Council and the NoE would have been posted by the bailiff. All of the notices going missing is just not credible.

Please don't assume anything. Please dig out the V5c and check that the name and address is 100% correct. No errors or typos, however or anything along those lines

The theme which links the NTO, Charge Certificate, Order for Recovery (from the authority) and Notice of Enforcement(from Marstons) is that they would all have been sent by post to the exact keeper's details held by DVLA as at the date of the contravention.

What differentiates the 'Notice of Intention...' is that it was delivered by hand, hence the focus on your address, V5C and postcode finder.

DVLA simply record the info supplied by a keeper.
The Royal Mail deliver to addresses as they know them based upon their register of addresses, starting with the post code and the progressing to street and house number.

The law presumes that if the authority use the DVLA details then delivery - in other words service- is effected.
