Looks like somebody has been smoking something they shouldn't in Manchester Council parking enforcement department.
As this is a Charge Certificate, there is no appeal option, but you can still write to tell them the case was decided months ago at the Traffic Penalty Tribunal, and include a copy of the adjudication.
